The debate over offshoring has calmed down since the presidential election, but the shipping of jobs overseas may be picking up steam. A new survey by the consulting group neoIT predicts that more than 80 percent of the world's top companies will have outsourced jobs to other countries by the end of next year, and we're not just talking India and China. Eastern Europe is becoming a hot offshore destination, too.
